The Procurement Manager plays a critical role in ensuring Gulf Island secures goods and services efficiently, cost-effectively, and in alignment with business goals. This role oversees the entire procure-to-pay process while driving cost savings and supplier performance.

Day-to-day responsibilities include developing and implementing procurement strategies, identifying reliable suppliers, and evaluating sourcing options between local and global markets. The manager forecasts purchasing needs based on production requirements and negotiates pricing, terms, and contracts to achieve cost savings.

Collaboration is key as the Procurement Manager works closely with finance, operations, legal, and engineering teams to align procurement goals with broader organizational initiatives. The role also involves leading and mentoring procurement team members, building strong supplier relationships, and ensuring ethical interactions across all stakeholders.

This position offers an opportunity to drive continuous improvement through data analysis, KPIs tracking, and implementation of ISO-standard procurement policies. The ideal candidate will mitigate supply chain risks and manage ethical sourcing and sustainability practices in a dynamic EPC environment.

Requirements

  • Bachelor of Science in Supply Chain Management, Logistics, or Business Administration
  • 8+ years experience in Engineering, Procurement and Construction (EPC)
  • Proven working experience as a Procurement Manager
  • Knowledge of sourcing and procurement techniques as well as a dexterity in “reading” the market
  • Talent in negotiations and networking
  • Good knowledge of supplier or third-party management software
  • Aptitude in decision-making and working with numbers
  • Strong leadership capabilities and ability to pass pre-employment drug screen and background check

Responsibilities

  • Develop and implement procurement strategies aligned with company objectives
  • Identify reliable suppliers, evaluate sourcing options (local vs. global), and onboard vendors
  • Negotiate pricing, terms, and contracts to achieve cost savings
  • Oversee the entire procure-to-pay (P2P) process and ensure timely purchasing of materials, goods, and services
  • Monitor and manage supplier performance (quality, delivery, pricing, reliability) and mitigate supply chain risks
  • Lead and mentor procurement team members while collaborating with finance, operations, legal, and engineering teams
  • Track and analyze procurement KPIs (cost savings, supplier performance, cycle time) and generate reports for leadership
  • Implement and improve procurement policies and procedures per ISO standards, including vendor pre-qualifications, evaluations, grading, and replacement
